The Rocky Mountain News has a good story today that outlines some of the battles over TABOR. We're keeping an eye on how this works out, because it will be a good preview into how the 2006 elections are likely to turn out. If both Republicans and Democrats send versions of their changes to the voters in November, it could serve as a sort of advance referendum on the parties themselves.
Governor Bill Owens' willingness to compromise will also show us a lot about his future; he needs to find some sort of solution on this if he wants to show his strength as a leader and problem-solver as a possible candidate for President in 2008. Is he willing to be looked at as a partisan governor who wouldn't compromise to help Colorado (not that this is a fair label, but he could get stuck with it), or does he want to go out with a broader legacy?
